What Washington is trying to do in these companion bills is make it so that the Federal Government cannot come in and mandate that we all register our animals. The Washington State Department of Ag truly wants this program to remain voluntary at this point and is hoping that breed associations are the ones that are eventually put in charge of keeping the personal information as they do not fall under "public disclosure" laws. If the Dept. of Ag (or Fed. Government) is permitted to keep our information there is concern that our private info can become disclosed. Currently, animals coming into Washington must obtain a health certificate. I believe that is still the intent...that they are discussing imported animals (not Washington animals moving around within the State). ID card is good for lifetime of the horse as long as you own it. Catch to the ID card is most vets are brand inspectors so the vet can charge you for his time to make up the card. NAIS is a catch 22. any law enforcement officer can stop and check for proper papers since NAIS is listed under criminal offense. Fine is $1000 for each horse if any papers are not in order. Another Catch 22!! if you are hauling 3 horses and you have yourself and 2 other people in your vehicle all 3 of you gets a $3000 fine. the other 2 people are aiding and abetting you in a crime. We better stand united and fight these bills. The dream of a kid owning a horse in their life time will be shattered. read
